16 Years After, Census Begins March 29 To April 1

The national population and housing census is expected to commence from March 29 to April 1, 2023, 16 years after the last enumeration exercise in 2016.

Chairman of the National Population Commission (NPC) Nasir Kwarra disclosed stated this on Friday shortly after his visit to President Muhammadu Buhari at the Aso Rock Villa, Abuja.

He noted that NPC staff would be at the field enumerating people from March 29 to April 2.

Kwarra hinted that the technological tools to be used during the exercise would code buildings and landmass by providing information such as location and landscape.

This, he believed would guarantee credible exercise, adding that foreigners residing in Nigeria would be enumerated.

Kwarra disclosed that the Federal Government earmarked N40bn for the census in the 2023 Appropriation Act.

A breakdown of the allotment revealed that N10m was set aside for the national population and housing census.

This was even as the national population data bank, population database management system, geo-portal hosting of population website and web portal would gulp N50 million.

About N60m would also be spent in conducting census in schools and the training of advocates staff for data collection and interviewing techniques.

In addition, the expansion of registration centres, registration of birth and death, and Adhoc registration would cost N350m.

Also, the sum of N25m was allocated for census research, documentation, and archiving such as research on historical events and special population like herdsmen, fishermen, homeless persons and migrant farmers.

The commission also earmarked N120m for publicity, information, communication and DNA enlightenment for population programmes through the print and electronic media.

To this end, other outstanding/miscellaneous activities for the 2023 population and housing census would sink N30bn.

EFCC: You Do Not Change A Winning Team

By Iliyasu Gashinbaki          Iliyasu Gashinbaki I have read the letter from the former President, Nigeria Bar Association (NBA), Dr. Olisa Agbakoba, SAN, addressed to the Chairmen of the Constitution Review Committee of both chambers of the National Assembly- Deputy Senate President and Deputy Speaker, House of Representatives.  I was looking for his prayers to the esteemed lawmakers on clear and unambiguous anomalies he observed in the Establishment Act of the Economic and Financial Crimes Commission (EFCC) that need legislative action in the review exercise. I must confess, I could not find any.  Instead, the legal luminary made a sweeping statement that is neither rooted in facts nor verifiable evidence that “I very strongly believe the EFCC is unconstitutionally established. The powers under which it was established go beyond the powers of the National Assembly. The EFCC is an unlawful organisation.” How? I have asked myself repeatedl...
